- Download install-tl-windows.exe from http://tug.org/texlive/acquire-netinstall.html
- set PATH=c:\windows\system32;%PATH%
- Run the script install-tl-windows.bat
then reason is that cmd.exe has to be on the PATH.

Installing TexLive 2016 on Windows Server 2016
